INVITATION TO TENDER
CONSTRUCTION AND EQUIPPING OF BIOLOGICAL AGRIC SCIENCE AND BST LABORATORIES
DEADLINE: 28TH SEPTEMBER, 2020
1. INTRODUCTION
The Federal Government of Nigeria has allocated funds to the Federal Science and Technical College, Dayi (FSTC – DAYI) in the year 2020 appropriation for the execution of policies, programmes and projects towards achieving the mandate of the college, accordingly the college wishes to invite reputable companies with relevant proven competence and experiences to submit tenders for the execution of the below project.
2. SCOPE OF WORK

3. ELIGIBILITY REQUIREMENTS
(a) Evidence of registration with corporate affairs commission (CAC) including forms CAC 2 and CAC 7 (or CAC 1.1)
(b) Evidence of tax clearance certificate for the last three (3) years valid till 31 December 2020 with minimum average annual turnover of N20m
(c) Evidence of current Pencom compliance certificate valid till 31 December 2020
(d) Evidence of industrial training fund (ITF) compliance certificate valid till 31 December, 2020 (e) Evidence of Nigeria social insurance trust fund (NSITF) compliance certificate valid till 31 December, 2020
(f) Evidence of registration on the national data base of federal contractors, consultants and service providers by submission of interim registration (IRR) expiring on 31 Dec. 2020 or valid certificate issued by BPP.
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Science and Technical College Dayi or the Bureau of public procurement is a former or present director, shareholders or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(h) Evidence of Audited Accounts for at least three (3) years (2017,2018,2019)
(i) Evidence of financial capability to execute the project by submission of reference letter form a reputable commercial bank in Nigeria including willingness to provide to provide credit facilities for the execution of the project when needed.
(j) Verifiable documentary evidence of at least 3 similar jobs, executed within the last (5) five years including letter of award, certificate of completion and photographs of the project.
(l) Evidence of construction equipments with proof of ownership or relevant lease agreement.
(k) Companies profile with the curriculum vitae of key staff to be deployed for the project, including copies of their academic/professional certificates.
(m) For Supply of Equipment: Letter of Authorization as representatives of the Original Equipment Manufacturers (OEMs);
(n) All documents to be submitted must be transmitted with a covering/forwarding letter on company’s letter headed paper bearing among others, the companies CAC registration number, phone no. (GSM), email address, contact address names, nationalities and phone no. of the company directors, duly signed by authorized officers of the company.
4. COLLECTION OF TENDER DOCUMENTS
The tender documents are to be collected from the office of the Vice Principal Special Duties between the working hours of 8:00am and 4:00pm daily upon the payment of nonrefundable tender fee of Ten thousand Naira only (N 10,000) into FSTC Dayi, Remita account in any reputable Commercial Bank.
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid of the Lot advertised in two hard copies (marked original and copy) each for both technical and financial bids with soft copy of financial bid only in MS Excel format. Packaged into two separated sealed envelopes clearly marked at the top right corner of each envelope stating the title of the project i.e technical bid for project title and Lot No. and Financial bids for project title and Lot No and at the reverse side, the name of the company should be boldly written. Both envelopes shall be put in a larger envelope clearly marked at the top right corner stating the title of the project and dropped in the appropriate tender Box at the Vice Principal Special Duties office to be addressed to:

The submission should be made not later than 12:00 noon Monday 28 September, 2020 at the Vice Principals Special Duties office, Federal Science and Technical College Dayi.
6. Opening of Technical Bids
The technical bid will be open immediately after the deadline for submission at 12:00 noon Monday 28 September, 2020, in the college staff common room. Bidders and members of public are not to attend the bid opening in compliance with the maintenance of social distancing and to avoid overcrowding at this period of covid 19 pandemic. The bid opening technical and financial will be covered by video recording with the presence of 2 representatives of private professional organizations and CSO. Please Note That:
(i) Bids must be in English language signed by an official authorised by the bidder
(ii) Bids submitted after the deadline for submission will be returned on opened
(iii) All cost will be borne by the bidders
(iv) Bidders can collect soft copies and bidder can also submit bids through post (couriers service)
(v) Only the pre-qualified bidders will be contacted at a later date for financial bids opening while financial bids of unsuccessful bidders will be retired an opened
(vi) The Federal science and technical college Dayi is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act, 2007.
