INVITATION FOR TECHNICAL AND FINANCIAL TENDERS AND EXPRESSION OF INTEREST
(1) INTRODUCTION
Michael Imoudu National Institute for Labour Studies is a Government parastatal under the Federal Ministry of Labour and Employment mandated to build capacity for workers, employers and Government officials on Labour and Industrial Relations through Training and Research.
MINILs in pursuant of her mandate and in line with the Public Procurement Act 2007, hereby invites interested, competent and reputable contractors and consultants to tender for the procurement and execution of the under listed projects

(3) ELIGIBILITY
Interested and prospective contractors, suppliers and services providers are required to submit their company’s profiles with the following documents;
(a) Evidence of Certification of Incorporation with Corporate Affair Commission (CAC).
(b) Evidence of current Company Income Tax Clearance for the past three years valid to 31st Dec., 2022.
(c) Evidence of current Pension Compliance Certificate valid till 31st Dec., 2022.
(d) Evidence of current Industrial Training Fund ITF Compliance Certificate valid till 31st Dec., 2022.
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st Dec., 2022.
(f) Evidence of Registration on the National Data Base of Federal Contractors, Consultants and Service providers with a valid Certificate from BPP. Valid till 1st January 2023.
(g) An affidavit disclosing whether or not any officer of this Institute’s relevant committee on procurement is former or current director, shareholder of has any pecuniary interest in the applicant’s company.
(h) Company’s audited account for the last three (3)years (i.e. 2019, 2020 and 2021).
(i) Evidence of financial capability. A bank’s reference letter indicating readiness to finance the project if the applicant’s bid is successful.
(j) Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their academic/professional qualifications.
(k) Verifiable evidence of similar jobs done within the last three years stating the names of clients, locations of projects, letters of contract award, certificate of job and photographs of the projects.
(l) List of plants / equipment with proof of ownership/lease (where applicable)
(4) COLLECTION OF TENDER DOCUMENT
Interested companies are to collect the bidding document from the procurement department of the Institute on evidence of payment of non-refundable fee of N10,000.00 for Goods, works and Consultancy per lot, paid into Michael Imoudu National Institute for Labour Studies Remita Account in any commercial bank.
(5) SUBMISSION OF TENDER DOCUMENTS
Completed bidding documents consisting of technical and financial bids should be in separate sealed envelopes and marked “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope address to The Director-General, Michael Imoudu National Institute for Labour Studies, Km 7, Ajase-Ipo road, PMB 1524 Ilorin, Kwara State indicating the contract name and lot. Bids are to be dropped in the tender box placed at the D-G‘s secretary office.
(6) OPENING OF BID
All tenders must be submitted on or before 12 Noon, 22 August, 2022, Bids will be opened immediately after the deadline at the Institutes Auditorium Km 7, Ajase-Ipo Road, Ilorin. Bidders or their representative are expected to be in attendance.
(7) ADDITIONAL INFORMATION
(a) Bids submitted after the deadline for submission would be returned un-opened.
(b) Bidders should not bid for more than two (2) lots.
(c) All cost will be borne by the bidders.
(d) Completion period must be stated in financial bids and all document be duly signed by the bidders.
(e) The Institute is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 23 of the public procurement Act 2007.
